asked the Secretary of State for the Colonies if he will give an assurance that any powers of self-government granted to the people of Gibraltar will be established by Act of Parliament and not subject to suspension by the Governor of the Colony.

The present Constitution of Gibraltar is established by Letters Patent under the Great Seal. Amendment would not be by Act of Parliament, but I should naturally report to the House any important changes. It would be most unusual to empower the Governor of a British Colony to suspend the powers of the Legislature, and I know of no reason why such authority should be conferred upon the Governor of Gibraltar in the event of the establishment of a Legislature for that Colony.
