§ Mr. H. Lawsonasked the Secretary of State for the Colonies if he will give an assurance that any powers of self-government granted to the people of Gibraltar will be established by Act of Parliament and not subject to suspension by the Governor of the Colony.
§ Colonel StanleyThe present Constitution of Gibraltar is established by Letters Patent under the Great Seal. Amendment would not be by Act of Parliament, but I should naturally report to the House any important changes. It would be most unusual to empower the Governor of a British Colony to suspend the powers of the Legislature, and I know of no reason why such authority should be conferred upon the Governor of Gibraltar in the event of the establishment of a Legislature for that Colony.
