§ Colonel StanleyThe City Council of Gibraltar is given statutory form by the City Council (Constitution and Powers)210W Ordinance, and is not subject to suspension by the executive act of the Governor of the Colony. The present position is that under the City Council (Suspension and Transfer of Powers) Ordinance, 1940, which is a temporary war measure, the Council does not at present perform its functions, and provision is made for the exercise of its powers by the Governor or by such other person and to such extent as the Governor may direct.
