asked the President of the Board of Trade whether he can give an assurance that small traders who have lost their businesses through the effects of war will in all cases receive a licence to restart either where their shops were previously situated or in some more suitable neighbourhood?

This is one of the questions on which I have invited the views of the principal organisations concerned. Some of these have already sent me their observations, and I hope to hear from the others in the near future.
