asked the President of the Board of Trade what steps he proposes to take to prevent the further rapid deterioration of stocks of rubber-lined and rubberised raincoats and mackintoshes now in the hands of traders, who cannot sell them because of their high coupon value; and will he consider making this class of garment available to the public for a lesser number of coupons?

Stocks of civilian rubber-proofed garments are substantial but not excessive in relation to present and prospective demands for them. In the circumstances, my right hon. Friend is satisfied that he would not be justified in making a general reduction in coupon values.
