It has for some time past been the Government's policy as a wartime measure to exempt from the Customs duties chargeable under the Safeguarding of Industries Act and the Import Duties Act, classes of goods mainly imported for Government use, whether under Lease-Lend arrangements or otherwise, and Treasury Orders exempting the bulk of such goods have been made. In other cases it is simpler and more economical to levy duty on all goods in these classes rather than attempt to distinguish between goods of the same class according as they are intended for official or for private consumption.
