§ Mr. H. MorrisonThe following statement shows the average general rate estimated by the Ministry of Health to have been levied in 1941–42 in the various classes of urban rating areas in England and Wales:—

City of London and Metropolitan Boroughs 13 6 County Boroughs 15 2¼ Non-County Boroughs and Urban Districts 13 5 The estimated average poundage of local rates levied in rural districts was 12S. 11½d., but this may need adjustment to take account of special rates leviable in such districts, I am consulting my right hon. Friend the Minister of Health on the point. Complete figures to enable corresponding averages to be estimated for Scottish areas have not yet been received by the Scottish Home Department from the local authorities.
