asked the Home Secretary whether he is aware that the Architects' Registration Council is refusing scholarships to all aliens as such though admitting them to the register on payment of the same fees as British students; and, as the Act under which the said council was constituted stipulated that at least half of the fees received should be used for the provision of scholarships for the assistance of students of architecture of insufficient means, will he obtain parliamentary powers of intervention to prevent action which debars a considerable number of students from the benefits of the scholarship which the Act requires the council to establish?

The Act of 1931 provides that the Architects' Registration Council shall devote at least half the fees received for the provision of scholarships and maintenance grants in such manner and on such conditions as the council may determine, but there is no requirement to exclude aliens from these awards. I have no responsibility for the council's decision in these matters, nor would I feel justified in seeking power to intervene.
