asked the Secretary of State for War whether, in view of the fact that the men who actually operate guns, tanks and other weapons are in the best position to note their defects or advantages, he will see that the submission of suggestions by men of all ranks is actively encouraged.

The existing procedure was explained to my hon. Friend on 17th March. In addition, a limited experiment is being introduced in certain units in two commands to see whether suggestions by all ranks can be further stimulated.
