Harbordasked the Chancellor of the Exchequer, in view of the exodus of the population due to the fear of compul- 1015W sory evacuation of east coast towns in the defence area, whether he is aware of the financial plight of many authorities, private traders, and individuals generally; and what proposals he has to make to mitigate hardship in this respect?
§ Sir K. WoodYes, Sir. As local authorities have already been informed, the central Government are prepared to come to the assistance of local government if there should be any danger of a breakdown, and the position is being carefully watched by my right hon. Friend the Minister of Health. As regards the position of individuals, a scheme has been formulated for applying a moratorium to certain local debts and for the protection of property within the evacuated areas. It is intended to issue the necessary regulations in a day or two. Persons who are in distress as a result of the war are eligible for assistance under the scheme for the prevention and relief of distress. In the event of compulsory evacuation, accommodation will be provided for evacuees without charge by the local authority in the receiving area.
