Mr. Parker

asked the Secretary of State for the Colonies whether he is satisfied that the system of promoting magistrates, registrars, public prosecutors, and other legal officers from one Colony to judicial posts in other Colonies serves the interests of justice as well as the former practice of elevating prominent members of the Bar in the country with the laws, customs, and conditions of which they were familiar by experience?

The system of treating the Legal Service in the Colonies as one Service, and of promoting legal officers from one Colony to another is not a new one and is, in my opinion, the best system in the interests of the administration of justice and of the officers themselves. Appointments to legal posts direct from the local Bar are, however, made from time to time when found advisable.
