asked the Minister of Transport what is the lowest cost per electrical unit when produced by steam and the lowest cost per unit when it is produced by water in this country?

The relative costs of production of electricity at hydro-electric and coal-fired stations depend mainly on the load factor at which the stations are operated; and no general comparison can usefully be made unless the conditions of operation, and the conditions under which the electricity is used, are comparable.
