Mr. BURNETT

asked the Secretary of State for Foreign Affairs whether he will propose, in addition to an Anglo-German exchange clearing, that there shall be an international control of the German Customs similar in principle to the Chinese maritime Customs system, in order that those who have relied upon the financial good faith of Germany may receive to the full extent of Germany's ability to pay the service upon her foreign debts?
