§ Sir J. SIMONThis matter is not quite so simple as my hon. Friend supposes. I do not know to what Powers he refers as "the Powers concerned," and the Covenant of the League of Nations does not appear to contain any provision under which a State, member of the League of Nations, can, without its consent, be placed under the mandate of another Power.
