Mr. McGOVERN

asked the Secretary of State for India if he is in a position to state why a cablegram, containing only good wishes, sent on 31st July, 1933, by Mr. G. S. Dara, editor of United India, London, and secretary of the Indian Congress League and the Gandhi Society, London, to the address of Mahatma Gandhi in India still remains un- delivered; under what authority was this cablegram stopped; and will the prepaid charges be refunded to the sender?
