§ Sir S. HOAREConsiderable numbers of Russian refugees have entered India from or through Chinese Turkestan recently, but I have no statistics for the past three months. I am in communication with the Government of India as to the numbers of refugees involved and as to the steps to be taken to deal with them; meanwhile, temporary arrangements for their maintenance in India at the public expense have been made.
