asked the Secretary of State for Foreign Affairs whether, during civil disturbances in Central America, the United States Government, in view of the Monroe doctrine, undertakes full responsibility for the protection of the lives and proporties of the nationals of non-American states?

I am not aware that the United States Government have ever placed upon the Monroe Doctrine the interpretation suggested by the hon. Member.
