asked the Secretary of State for Foreign Affairs if, in view of conflicting opinions as to the reservations made by the British Government to the Optional Clause of International Justice signed at Geneva, he will, for the purpose of avoiding misunderstandings, make a statement as to the view of the British Government as to their meaning?

As I have frequently stated in reply to questions, a Debate on the whole subject will arise when the Government invites the House to approve the signature of the Optional Clause, and it will then be my duty to explain in detail the views of the Government. At the same time I would refer the hon. Member to the reply which I returned on the 6th November to the hon. Baronet the Member for Wimbledon (Sir J. Power), in which I undertook to consider the hon. Member's suggestion that a memorandum on the whole subject should be published by the Government.
