Mr. SHEPHERD

asked the Minister of Health whether he will draw the attention of his inspectors to the Report of a member of the joint vagrancy committee for the Kettering area to the effect that the number of casuals at a particular ward depended upon whether the master displayed a bullying attitude and strictly adhered to the rules, without regard to his own ideas of humanitarianism, as this had the effect of keeping down the numbers?

My right hon. Friend has not seen the report referred to by my hon. Friend but any representations by a vagrancy committee would be brought to the notice of the Inspector.
