asked the Minister of Transport whether he will consider the adoption of a system under which all motor driving licences shall be renewable on the first day of each year with the provision that all such licences taken out in the course of any year shall be assessed on a monthly percentage basis, seeing that this policy would obviate a large number of prosecutions of motorists due to oversight or forgetfulness?

I cannot see my way to introduce legislation to give effect to the Noble Lord's suggestion. The existing system has the ad vantage of spreading the work of the issue of driving licences over the whole year. There is not sufficient justification for putting the licensing authorities to the difficulty and expense which would be occasioned by the issue or renewal of all such licences on the same day.
