asked the First Lord of the Admiralty whether he will amend the regulation which prohibits all-night leave to seamen and stoker ratings under 20 years of age to permission at the commanding officer's discretion on application being made by a parent or guardian in ports in the United Kingdom when all-night leave is given, thus placing them on an equality with ratings in other branches?
