§ Mr. BENNThe programme of work as at present arranged, excluding development, is expected to be completed by the year 1931–32. The period re-46W quired for complete development will depend on the rate at which the reclaimed lands can be sold to the public. Of this no accurate estimate can at present be made. Only a small area of reclaimed land has so far been taken over by the Central Government and the financial transactions are not complete.
