asked the Minister of Labour whether he is aware that in filling the position of manager of the branch Employment Exchange, Portland, a person already in receipt of a salary as an Income Tax collector was appointed; that the reason given for this appointment was that the successful candidate was best qualified, although another candidate had had four years' experience as an Exchange officer; and whether, in view of the desirability of giving preference in these appointments to candidates with no other occupation, he will have this matter reconsidered?

This appointment was made after careful consideration of the qualifications of all the candidates, and I am not prepared to reconsider it. Due weight was given to the claims of persons with no other occupation, but none was considered to possess the necessary qualifications.
