Mr. CHARLETON

asked the Postmaster-General whether he is aware of the discontent prevailing among senior telephonists at Leeds owing to further promotions which involve the passing over of qualified telephonists on the acting list; that within three months a second instance has occurred of the passing over of 13 telephonists who have served on the acting list for many years, some of them from the war period, without being informed that they were below the standard needed for promotion; that certain telephonists on the acting list, senior to those appointed, have been engaged on acting duties over a period of years for a larger number of days than those who have been promoted; and what steps he proposes to take to ensure that full weight is given to the ability and service of these officers?
