Mr. AMMON

asked the Postmaster-General whether he is aware of the dissatisfaction among the Aberdeen staff as a result of fully qualified officers being parsed over for promotion, that Messrs. Milne, Watt, and Buchan, the senior officers on the acting list, have been passed over for Messrs. Dawson and Cumming, who are both junior and less qualified; that the recommendations invited from the staff side of the local Whitley Committee have been turned down without adequate explanation; that the staff have lodged an emphatic protest against local methods; if he will state why these pass-overs have taken place; and if he will take steps to clear up the circumstances of the new appointments?

I am aware of the circumstances. Messrs. Dawson and Cumming were promoted because they were considered to be fully qualified for promotion and the best qualified officers in their class. I can find no reason to dissent from this view; and I am satisfied that the promotion board gave full consideration to the representations made by the staff side of the local Whitley Committee.
