asked the Under-Secretary of State for India the reason why Dr. K. S. Roy was refused permission to visit professionally two of his patients, Babas Chandra Das and J. Bhattachariya, political prisoners, who were lying ill in Alipore Central Gaol?

I have no information as to the particular case. But outside doctors are ordinarily neither allowed nor needed for the attendance of sick persons in gaol.
