asked the Minister of Transport whether, in view of the ever-increasing expenditure on highway construction and maintenance owing to the large amount of lorry, motor, and other vehicular traffic on district roads, and of the fact that very little, if any, assistance is granted to rural district councils out of the money received from motor taxation, the Ministry of Transport can see its way to set aside and pay to rural district councils an annual sum based on a percentage of the expenditure incurred by each council upon highways?
