§ Mr. SHAWThe main modification of the conditions of the unemployment grants committee is in respect of wages to be paid on schemes carried out by local authorities by direct labour. In future on such schemes local authorities will be free to pay wages not exceeding the local512W authority's rate to its own workmen on similar classes of work or the recognised district rate, where such exists, if that is lower. A circular conveying this modification is going out to-day.
