asked the Minister of Health the reasons why an appointment of a relieving officer by the Swansea Board of Guardians has not been approved by him; and whether he is aware that the appointment was made by the guardians voting by ballot, as in previous selections which had been endorsed by the Ministry?

In this case an inexperienced officer was appointed by the guardians, and, on inquiry being made as to the reasons for his appointment, the guardians decided to reconsider the matter. Voting by ballot is not permissible in such a case, and the guardians' attention would have been drawn to this fact on previous occasions had it been within the knowledge of the Department that appointments had been so made.
