asked the Under-Secretary of State for the Colonies, whether the draft constitution for the island of Malta has now been prepared; and, if so, whether the draft provides for the free exercise by all the inhabitants of Malta, both in public and in private, of any creed, religion, or belief which is not inconsistent with public order?
