asked the Under-Secretary of State for the Colonies whether the governors or superintendents of prisons in the East African Protectorate are permitted at their sole discretion to order the flogging of prisoners; and whether any record is kept of the number of cases in which flogging takes place?

There are no governors of prisons in the East Africa Protectorate, the head of a prison being styled superintendent. A superintendent or, subject to his confirmation, a visiting justice, may award a sentence of corporal punishment to a convicted criminal prisoner for mutiny or incitement to mutiny, personal violence to any person, grossly abusive or offensive language, or any act of grave misconduct or insubordination, or for repeated serious offences against prison discipline. Such awards are recorded.
