asked the Minister of Health whether he has considered the increase in housing accommodation in the West End of London that would be available if, on terms equitable to tenant and ground landlord, the latter's veto on the conversion of a house to flats was removed by order or by legislation; and whether he proposes to take any action in the matter?

Dr. ADDISON

A considerable number of houses in London have already been converted into flats, and in Section 27 of the Housing, Town Planning, etc., Act, 1919, power is given to the County Court to authorise such conversions where provisions in the lease or restrictive covenants prohibit or restrict conversions. I understand that question has arisen as to the scope of that Section and that an appeal may shortly come before the High Court.
