MR. ALFRED DAVIESasked the Secretary of State for India whether Burma was, on the 20th August, 1917, a part of India; and, if so, whether the pronouncement of the 20th August, 1917, promising to India the progressive realisation of responsible government, applied to Burma?
§ Mr. MONTAGUThough Burma is, politically, part of the Indian Empire, there are special reasons for recommending in its case that the general policy laid down in the announcement of the 30th August, 1917, may be developed on distinctive lines. I would refer the hon. Member to paragraph 198 of the Report on Indian Constitutional Reforms, where-these reasons are stated.
