asked the Secretary of State for India whether his attention has been called to the case of Aroor Chand, now in Lahore Gaol, who is alleged to have been allowed neither counsel nor witnesses; whether he has yet been released; and whether there are many cases of a similar nature?

Aroor Chand was convicted of rioting as being one of a mob which attacked a rest-house, and was sentenced by a civil magistrate acting as a Summary Court to two years' rigorous imprisonment, with fine of Rs. 1,000. The Punjab Government has since reduced the time of imprisonment, to one year. As the trial he produced witnesses to prove both character and an alibi. I am awaiting information as to whether he asked for counsel and whether permission was. refused.
