asked the Secretary of State for Foreign Affairs if he will state the conditions under which aliens from neutral countries can obtain permission to enter this country; whether it is necessary for them to procure a certificate of authorisation before leaving their own country; and, if so, to whom should the application for the same be made?

I have been asked to answer this question. In the case of aliens entering this country to obtain employment, permission from the Ministry of Labour is required under Article 22 B of the Aliens Restriction Order; and permission is only granted where it is clear,inter alia, that the employment of the alien will not displace or compete with British labour. Before leaving his own country, the alien must apply to the British Passport Authorities for the necessary visa upon his passport; and the visa is withheld in cases of this kind unless permission has been granted by the Ministry of Labour.
