asked the Prime Minister whether he will, in view of the hardships inflicted on ex-Civil servants by increased cost of living, now 106 per cent. above pre-war rates, include in the terms of reference of the Conciliation and Arbitration Board the question of granting them a war bonus for the usual period?

Mr. BALDWIN

It would not be practicable to accept the hon. Member's suggestion. The non-effective pay of the Civil Service is regulated by statutory authority and could not be increased except by legislation. His Majesty's Government is not prepared to introduce legislation for the purpose for reasons which have frequently been explained in answers to similar questions.
