asked the Prime Minister whether he is aware that on page 236 of the Report of the War Cabinet (Cd. 9005) the United States is given as member of the Supreme War Council; whether this indicates a change in the constitution of the Council meeting at Versailles; and whether President Wilson is now represented in the Supreme War Council by any person who exercises voice and vote on an equality with the other Prime Ministers who attend?

The United States are represented on the Supreme War Council through their military representative at Versailles, who has taken a most active and important part in contributing to the decisions of the Council. As the political representatives on the Supreme War Council consist of the Prime Minister and one. Cabinet Minister of the Governments concerned, the Government of the United States is not similarly represented.
