Mr. FIELD

asked the Postmaster-General whether he is aware that Mr. John J. Coonan, the present chief clerk to the Irish Post Office, has a record of successful administration when in sole charge of the Irish Post Office during the temporary absence of the former secretary; whether he is now acting as secretary; and whether, in view of those services, it is intended to promote him?

I have appointed Mr. S. G. Forsythe to be Secretary to the Post Office in Dublin. This is not to be taken as casting any reflection on Mr. Coonan, whose high abilities I fully appreciate.
