Mr. FISHERArticle 53 (a) of the Code provides that no child may be refused admission to a public elementary school on other than reasonable grounds. Each case in which it is alleged that a child has been unreasonably excluded is considered on its merits, and the onus of showing that the exclusion is reasonable rests on the managers or local education authority. In view of the great variety of circumstances in which these questions arise, it is not possible to lay down any specific rules.
