asked the President of the Board of Education whether the Education Bill will include provisions to give effect to the recommendations of the English and Scottish Departmental Committees into the management and discipline of reformatory and industrial schools?

Reformatory and industrial schools in England and Wales are in the jurisdiction of the Home Office, and the recommendations for legislation made by the Departmental Committee in 1913 related to Amendments of the Children Act and Prevention of Crimes Act which would not fall within the scope of my Education Bill. I have no intention of dealing with Scotland in any measure which I may submit to Parliament.
