§ Mr. HERBERT FISHERReformatory and industrial schools in England and Wales are in the jurisdiction of the Home Office, and the recommendations for legislation made by the Departmental Committee in 1913 related to Amendments of the Children Act and Prevention of Crimes Act which would not fall within the scope of my Education Bill. I have no intention of dealing with Scotland in any measure which I may submit to Parliament.
