asked the Secretary for Scotland whether the Scottish Education Department has entrusted to the local inspectors of schools the duty of selecting the headmasters and other teachers in Scottish schools who can be released for military service; and whether in so doing instructions are given, as far as possible, not to prejudice the future of higher education in rural areas?

Mr. TENNANT

On the application of a school board it is within the competence of the Scottish Education Department to recommend on public grounds the postponement of military service of any of their teachers. Before such a recommendation is made or withdrawn, the case is investigated by the inspector for the district under the direction of the chief inspector, and their reports are always carefully reviewed by the Department. The importance of the consideration referred to in the last part of the question is fully recognised, and due weight is given to it, as well as to other relevant considerations.
