asked the President of the Local Government Board whether the recent Casual Paupers' Order is intended to apply the Surrey way-and-food ticket system to the whole of England; whether these tickets are only issued to those who are provided with tickets from the Labour Exchanges or to all those whom the committee believe to be in search of employment; and whether the tickets issued indicate the casual ward at which they must pass the next night?

The answer to the first part of the question is in the negative. I understand that the way-ticket issued by the Surrey Vagrancy Committee indicates the casual ward to which the holder is going, but that these tickets are not limited to persons who are provided with tickets from the Labour Exchanges.
