asked the Secretary of State for Foreign Affairs whether the settlements for men and women liberated from San Thomé and Principé referred to in Dispatch No. 46 of Mr. Consul Smallbones have yet been created in Portuguese West Africa; and, if so, where these are situated?

His Majesty's Consul at Loanda has been instructed to report from time to time on the working of the scheme referred to, but I have not yet received any further information on the subject. The settlements were to be in the districts of Loanda and Congo.
