Mr. JESSE COLLINGS

asked the Prime Minister, in reference to the promised loan of three millions sterling to be advanced for the promotion of cotton growing in the Sudan, if he will state by what method and by whom the money is to be raised and distributed; what rate of interest is to be guaranteed by the State; what interest is to be charged to the borrowers; and the terms of repayment by them?

I fear that I do not see my way to anticipate the terms of the Bill, which will contain proposals of the Government on this subject.
