asked the Home Secretary whether his attention has been drawn to the case of Thomas Lock-wood, who was sentenced on the 8th instant at the Monmouth Petty Sessional Court to one month's hard labour for stealing fowls: whether the evidence showed that the offence was committed on the 2nd March, 1900, that there were no previous convictions recorded against the prisoner, and that he had borne an excellent character since the date of the alleged offence, and was employed and earning an honest livelihood at the time of his arrest; and whether he will consider the advisability of remitting the unexpired term of the sentence?

I would refer my hon. Friend to the reply which I gave to the hon. Member for West Monmouthshire last Thursday. I may add that a number of convictions are recorded against the man before 1900, and two since then.
