asked the Secretary of State for the Home Department if he will consider the desirability of causing all the suffrage prisoners to be treated in the same class in prison, in view of the fact that it is regarded as unjust that the leaders should receive better treatment than those who followed their advice?

The considerations which led me to advise the transfer of Mr. and Mrs. Pethick Lawrence and Mrs. Pankhurst to the First Division were explained by me on 10th June, in answer to a question put by the junior Member for Merthyr Tydvil. These considerations do not apply in the case of the other pri- soners, and I do not propose to advise their transfer to the First Division.
