§ Mr. RUPERT GWYNNEasked the President of the Local Government Board whether he has arranged with the Insurance Commissioners that notices relating to the National Insurance Act should be posted by local authorties on all church and chapel doors in their area; and, if so, under what authority rural district councils can act as bill-posters for the Treasury at the expense of local ratepayers without the risk of surcharge by auditors?
§ Mr. BURNSIn view of the importance of giving the widest publicity to the notices relating to the National Insurance Act I should be willing, if objection were taken by the auditors, to sanction, under the Local Authorities (Expenses) Act, 1887, any small outlay which may have been reasonably incurred by district councils in connection with this service.
