asked the Secretary to the Board of Trade if he will issue Regulations showing whether workmen regularly and continuously employed as bricklayers, carpenters, etc., by owners of agricultural estates not by way of trade or for profit are subject to the compulsory Clauses of Part II. of the National Insurance Act for unemployed insurance?

Decisions as to whether any workman, or class of workmen, is included within the scope of the Unemployment Insurance scheme embodied in Part II. of the National Insurance Act rest not with the Board of Trade but with the Umpire appointed under Section 89 of the Act. With reference to the class of workmen referred to by the hon. Member, I would bring to his notice the decision of the Umpire published on page 606 of the issue of the "Board of Trade Journal" for 13th June, of which I am sending him a copy. The effect is that contributions are payable in respect of workmen described as bricklayers, carpenters, joiners, plumbers, painters, scaffolders, plasterers, and the labourers of each, who are engaged wholly or mainly in the work of construction, alteration, repair, decoration, or demolition of buildings in connection with businesses other than those included under the trades specified in the Sixth Schedule of the National Insurance Act, 1911.
