asked the Secretary to the Treasury whether, seeing that a person of over sixty-five on 15th July is prohibited by Section 1 (4) of the National Insurance Act from becoming an insured person under Part I., and that his employer is required by Section 4 (4) to pay the employer's contributions in respect of him while employed, these provisions are contradicted by Section 49 requiring the like contribution to be made in respect of him as in the case of employed contributors, entailing also a contribution by the man over sixty-five, he will require the Insurance Commissioners to make a regulation to remove the difficulty?

The class of persons dealt with in Section 49 is a limited and temporary one, including only persons between the age of sixty-five and seventy at the commencement of the Act who are employed. These persons are not within the prohibition in Section 1 (4) which commences with the words "except as hereinafter provided," or the provisions of Section 4 (4). There is no inconsistency, and no regulations are required.
