asked the Postmaster-General whether 3s. has to be paid for a home safe, of which 2s. is returned on the surrender of the safe; if so, does the difference of 1s. represent the purchase price to the Post Office; and in what country are the home safes manufactured?

The statement in the first, part of the question is correct. The shilling does not represent the purchase price, but is a registration tee to cover the expenses of accounting, recording, storing, etc. The safes are manufactured in this country.
