asked the Chief Secretary for Ireland with reference to the graduated rate of percentage in the First Schedule of the new Land Bill, and taking the case of an estate on which there are first-term, second-term, and non-judicial rents, each probably purchasing at a different number of years' purchase, are there to be three rates of percentage or will the average number of years' purchase for the whole estate be taken at the rate of percentage?

The intention is that there should be only one rate of percentage in the case of each estate, which should be based on the number of years' purchase of the total rents of the estate represented by the advance.
